Oh boy, do I feel a little stupid. The instructions were in the box. ON the other side of a card that I only looked at one side of, apparently.

On the other thing, I didn’t end up needing to restart the phone, toggling bluetooth off and back on made it able to see the meter. I never thought about that as I use my phone in my car with bluetooth all the time and I never have a problem there. I know, full bluetooth vs BLE.
